Ap1 Oem front lip

Did Honda switch up the manufacturing of the front lips? I have 2 oem front lips. One is a harder plastic, the other more flexible. The harder material has metal brackets riveted to it, and the "end caps" that screw to the bumper sides have gaps around them, also has multiple " >PPE< Honda " and S2A stamped with raised lettering, corner bracing/caps have a part number on each and a "L" or "R" for left and right. The more flexible lip has the " >PPE< " and S2A stamped, and also the end caps have same part number and left and right designation (this one was repainted at least once so possible some lettering was sanded off). The brackets for this one were screw/nut attached. The end caps on this one have no gaps at all. Besides the end cap moldings the lips are identical in design down to every support and crevice. Super confused to why they would switch up manufacturing. Anybody know?
Here is a picture of the "end caps" the yellow lip has a little piece broke at the top. Identical except the yellow one isn't molded flush.

but I found this similar kind of AP1 Front Lip show in above pictures.
Is this Authentic Honda OEM AP1 Front Lip ? Early production part maybe ? It has no Honda Stamp or Part # on it except “P8941FL”
