You would have to drive through standing water such that the mouth of the snorkel was completely submersed, then it would suck 100% into the intake box and into the intake manifold, the engine basically becomes a wet vacuuum. I could see it happening in deep water, but not just from driving in wet weather conditions. I think he said in his area they had a lot of deep standing water and/or poor drainage.
