They are not enclosed, therefor they are still exposed to the under hood heat on an S2000. If you want fresh air from the bumber which I agree is best, then you stick with the factory enclosure, gutted with a KN filter and a snorkel and radiator plate with the intake inlet cover. That is the best power and heatsoak option. The fresh outside air from the grill is forced right into the factory box via the snorkel and the plastic housing with lid is there to help the filter exposure from the heat of the engine bay. The stock rubber intake boot runs cooler then the metal peice as well. All around its the best option. Try removing the lid off your factory box and see how much power you make. I gauranty you will feel loss in Vtec, but it will be loud and throaty sounding. It gets back to whats more important to you, sound or performance?
The piping will heat up more than OEM (unless you get the K&N it hardly heats up at all), and if you are really worried about it you could thermal wrap/ jetcoat the piping to keep the heat soak to a minimum
I was running a cold air on my EK and a short ram and butt dyno did not feel much different (I switched back and forth when it would look like rain do to some of the streets near me tend to flood from time to time during hard rains). The CAI did feel better in Vtec and the short ram seemed to have better throttle response and maybe little stronger midrange, but the differences were still barely noticeable.
On the S I have had a Short Ram (K&N FIPK) and I now have a snorkal (Mugen style intake) and in most cases the throttle response felt better with the K&N. The Mugen (replica) feels better at speed but not by a whole lot (On the Dyno the K&N read 2hp better than the Mugen but the dyno has a hard time simulating speeds and real driving conditions
).Thats why I say it really doesn't matter which one the OP gets, I'm not saing CAI doesnt make more power, I'm just saying that its minimal/not that noticable. If you really want an intake to make a huge difference get ITB's
How many different set ups have you run? Not trying to flame but you say its the best option and I am wondering how you came to that conclusion?

your idea of an INTAKE is to get COLD air into your engine .. what will happen to that air coming through an aluminium pipe or what ever normal CAI's are made of ..
and about the option..I said '' yeah i live in a hot climate plus traffic is a B!tch so im always in traffic ..''
so now which one would be better for a driver that is mostly in traffic and hot weather?

I dont think CAI are subject to very much heat soak, I mean start your car and let it sit there the engine bay will get quite warm but the area in front of the bumper (under the headlight) will stay much cooler than inside the bay. The OEM Plastic box gets pretty hot too...

From what I have read, it doesn't appear to have heat soak issues but there a a few reviews that claim heat soak. The shield is not there to prevent hydrolock, there shouldn't be issues with hydrolock with the K&N...unless you're sitting in a lake.

I know the shield isn't for prevention from hydrolock. I was just wondering if it has any problems with hydrolock because it's a CAI or whatever but it's not the type that goes underneath the bumper so I'm guessing it should be the best of both worlds.
There is really no chance of hydrolock with the FIPK, it sits near where your OEM one sits. The hydrolock issue mainly pertains to CAIs, the kind that runs into the area between the fender and bumper. The FIPK is not a CAI, is probably closer to a Short Ram Intake (SRI).
