Default Could I drill holes for bumper covers

I got another ticket for my front plate because I have it in my window. I was thinking of maybe drilling holes in it for a plate and if I didn't want it anymore I can put on my bumper plugs from my stock bumper. What do you guys think?

Actually my old bumper was re sprayed a while back and the bumper plugs are sprayed over and stuck on. Any tips on getting it off?

Use an exacto knife to carefully cut the paint.

As far as mounting the plate, I'd suggest trolling around here for pictures and finding what you want and just copy what someone else has done. I have the Honda front plate mount, which is ugly, but functional.
A bodyshop could probably do what you want, unless you just copy the factory mount. It'd be clean to mount within the grill area, but it seems it'd cut off cooling flow by some amount. that might be acceptable depending upon your use of the car.

If you are successfull in getting the plugs out why don't you just screw the plate into the bumper using the threads of the screw as a tap. You can later replace the plugs into the existing holes if you move to a state that allows only a single rear plate. Or use Riv-nuts of an appropriate size ( to later handle the plugs) in the bumper skin and screw into those.
