I wouldn't buy a rebuild Id buy a used engine from a reputable seller. $2500 can get you a nice used longblock. Possibly even an f22 if you find a good deal.
Shortlblock will cost much more in the long run especially if paying someone else for the install as it will take hours swapping all your old parts over to the new block. Then another grand for a good head rebuild if needed.
