Default fender rolling/tab relocation question

Okay, I've searched, I've read threads but I still can't understand some things.

I have 17x9 +45 RPF1's with 245/40/17's

I don't rub or anything too harsh on normal driving, I do however scrape a bit front and rear on harsh bumps and turns.

My questions are what is the point of relocating the bumper tab, what in "idiot terms" am I essentially doing, do I have to do it and can I get away with not doing it.

Can I just roll them a small bit since that's all I need?

Sorry for the noobness, but in searching I couldn't understand shit lol

Relocating the tab keeps your rear tires from hitting the tab when your suspension compresses. Look in the rear wheel well behind the tire and you will see it. If it's rubbing you will be able to tell. You basically cut the part off that the tire is hitting and drill a new hole further back to relocate the tab with a nut and bolt. Take a look and it will make more sense

For the rear the tab is an easy place for it to rub. You need to get the fenders rolled immediately. As soon as the front rubs through the linear it will grab the fender and cause damage.
