ASM makes it but it's rare, i've only seen it on gotuning and i dont think its been on there for a while now

Not safely (IMO). They aren't designed to take such a big load in a forward direction. The factory belts actually load them in a sidewise direction.
The bulkhead the stock belt spool is bolted on is loaded sideways by the spool, but that sideways load is redirected to a forward, twisting load at the roll hoop. You would have to account for the forward forces. I would think that when the belt locks the forces are transferred to the stock roll hoops (which are vertically mounted to that bulkhead). Whether all the forces are transferred to the bulkhead through the hoops or not is relevant (and I wish I knew). However, mounting a harness to the bulkhead with the stock hoops still attached to the bulkhead cannot be any less secure than the stock seatbelt (and, in fact, distributes the forces directly against the bulkhead instead of in a twisting motion - as long as large backing plates or washers are used, the bolts shouldn't pull through the sheetmetal).
My biggest caveat about this mounting location is that the bulkhead is too low for most people to get the proper shoulder harness angle and the stock roll hoops aren't tall enough to provide adequate rollover protection for most people. Again though, rollovers occur in less than 1% of accidents (except on the track) - and a properly installed 6pt harness is safer in any accident other than a rollover (so 99%).

I had a 4 point on my car with no major mods. i just custom fabbed an L-bracket that fit on the stock seatrails. worked real well at the track kept me in tight and nothing broke.
