The best bang for the buck is to improve the weakest link: spend your dollars on a good track school or an autocross school. This will strengthen the weakest link, and the best part is that it automatically transfers to every car you own forever. You might even have a couple of bucks left over to buy some bling.

Hunt local for sale threads and only buy whatever comes up cheap don't bother trying to impress other people by trying to buy over priced junk. I just picked up an ap2 front end and lip for 80 bucks delivered already my body color

This is exactly what I have done except I just put coilovers on the car and I have a test pipe on my stock exhaust. The one mod I am happy with every day is my voodoo shift knob. It really shortens your shifts and your hand rests in a more comfortable place. The test pipe is another easy way to free up a few HP and make the car more responsive but you do get a smell from the exhaust. I also replaced the worn out stock tires with some Hankook Evo's for the tires and have been very happy with them. Grippy enough for the daily but they have been good in the wet as well.

I would also suggest saving some down the road and picking up some decent coilovers. I bought some used ksports and I am very happy with the ride (stiffer but the car feels way more connected to the road).

I already have an aftermarket headunit and looking to get a shift knob, the blue convex mirrors and the modifry compartment mod. If I get the fipk, do I need to tune the car or can I just reset the ecu?
