We just tuned a car today that had a custom ITB setup and other basic bolt ons and at 91 octane it did 309 whp on a pretty conservative tune.
I've seen few ITB set-ups on s2ks...and they struggle to even get close to 250whp. I believe Mines13 had the highest hp ITB set up reported...and there were a lot of supporting mods.
The ITB power curves were a good bit fatter in mid-range and I don't doubt that an ITB car could walk an SC car out of VTEC (other than the SOT Roots blower cars). But real races will take place in VTEC and from 6k up ITB s2ks will not keep up with FI cars putting 50 more ponies to the ground.
