Default Mild Engine Tuning/Management on Non-DBW AP2

So I have some bolt ons and I want to make sure I spend my money as best as I can to do some very mild tuning to get the most out of them. Essentially I want to do the equivalent of the Hondata reflash for 06+ years (8500 rpm redline, ignition, a/f tuning). Search function is down and I'm anxious (and bored) and wanted to do some research. Can I just get an Apexi AFC Neo and expect to get the same results (once tuned by a professional on a dyno of course), or will I need an AP1 ecu to increase the redline like the Hondata reflash? I tried as much as possible not to sound like a noob about this. Thanks in advance.

I have a lot of mods, and my car would except no timing control at all. So I think NEO would be just fine, EMU has its benefits and cons, plus if you do need timing, you can always add it.
