This isn't abnormal, but if you're worried just make sure the coolant system is bled well. Air bubbles from the rad installation can prevent the temperature sensors from reading coolant temp adequately... resulting in a lower than actual temp being shown and not engaging cooling fans when needed.

Wanna know how efficient my koyo is? My heater will not blow hot air while the car is idling! That is how cool it keeps things! Enjoy it man... it's better than the alternative.
