Jack up the car on jack stands.
Use blocks/jackstands/jack to position a sheet of plywood up against the bottom of the front bumper.
Trace the edge of your lip/bumper onto the plywood.
Take down the plywood and sketch out how far you want it to stick from the bumper (You could also just cut along the line you've traced.)
Cut it out and trim as required to fit how you want.
Finished however you want.
