I heard PC isn't as flexible as paint and may crack under stressed driving. Is it true? Also people say there's a reason why wheels will never come out of the factory powdercoated, but instead painted.

tons of variable, but for general use, PC is more than enough

if you don't need custom color match or other bling like pearl or mica, pc is very cost effective. Half the people think painted wheel is crappy because most of the rims paint job is done half arse with rattle can, a custom paint job on a show car can cost quite alot and they are very durable.

factor in prep work in your quote, some pc place just shoot and bake, some will take off oem paint, fix all the curbs and marks before laying the powder. asking a price quite without knowing the process needed doesn't mean anything.
