reapplying Rick's S badges

Default reapplying Rick's S badges

I bought a car that already had Rick's S Badges on the wheels. The problem is 3/4 are popping off. I think what I'd like to do is remove them all completely, get some sort of glue and put them all back on.

So I guess my questions are:
What is a safe way to remove the badges from the wheels?
And what type of glue should I use to put them back on?

you can take off the cap, put it in the oven for a little while, and that will loosen the adhesive.

To reapply, i used clear silicon, the kind that you get in the tube from an autoparts store, it has withstood the test of time on my car.
