While installing my hardtop, after I added the hardtop strikers, I put the soft top back up and went for a drive. Absoultely a night and day difference. There wasn't much wind noise until 80mph+

A combination of two things fixed this in my old '00 and in my friends '01: The spacers under the latch bases, and greasing the of the rubber seals for the top (especially those up front)

Pick up some Shin-Etsu silicone grease (p/n: 08798-9013) from your local Honda dealer or online.
Clean all rubber seals with a rag, then thinly apply the Shin-Etsu
Usually best if you allow to sit overnight or at least for a few hours (it will actually soak into the porous rubber), then wipe off the excess (if any).

What year is your car? There are two versions of the latches and strikers.

Grease the front seals (and probably good idea to do window seals too) and tight up the latches with hardtop strikes or I'm sure you can move it back a little so it pulls the top down more.
It's strange, if you put on a new top it should be really tight, almost too tight. When the fabric stretches out is when it gets all loose. When I installed my EZTop, it was really hard to latch but there was zero wind noise.
