What is this

ive seen on a couple guys cars on here , theres a carbon fiber piece that mounts by the pulleys? what is this??

Most likely a heat shield. Fixing your title, moving to mods/parts

Is it this piece? Right below the valve cover:

I've seen it posted as a heat shield. I forgot who I bought mine from, but its similar to the ZTEC heat shield or the new PWJDM piece.

i love how they call it heatshield when it's only covering on a tiny spot.
