Default ITB Filters

So I've seen a lot of people talking about huge loses when putting filters on their ITB's, is this a problem with the velocity stack not working properly after installing a filter?

This is on an ae86, but as anyone tried making a filter like this for an s2000? Do you think using a filter (really it's just a screen) at the back of the stack might help with power loss?
