Increase CR and bore. As well as go with a race port and valve job if you wanted to solidify the power increase.
Even do a custom cam if you wanted.

The downfall to what seems to be the magical 300 number for s2k enthusiasts is the cams but there are a few being released soon that should help.

InlinePro is a great way to start for it all. It will definitely cost some coin, but you can definitely do it under 10k.

na = extremely costly compared to fi
sc = costly but cheaper than turbo
turbo = best performance but the most expensive
nitrous = best horsepower per dollar but only temporary
gears = not horsepower but horsepowerlike and it's cheap
