Another Brake Pad question

I have a question about this and thought I'd ask here instead of starting a new thread. Searched but really wasn't able to find the answer to my questions, even though I swear I read about this in the past.

But here is my (possible) issue: I used the street rotors with track pads (Porterfield R-4) for HPDE (lazy, I know, but I had little time to get ready). First two times I didn't feel a difference when I put the street pads back on. But the 3rd time, it felt like the street pads weren't grabbing at all when I put them on after a track day with the R-4s. They're not the OEM pads, just some cheapies I had found online since I don't drive aggressively on the streets anyway. So it could be just that, and when compared with the pads on my daily driver which has much better pads the difference shows.

But is it possible that there was transfer of material from the more aggressive pads and it's making the street pads less effective? If so, in order for me to continue using these rotors for street, would I have to get them turned or could I sand them with a very fine sand paper? I think what I might do is simply get new rotors for the street pads and continue using these for track until they need to be replaced.
