I don't think Billy is just a time attack driver. On his website it says he started racing karts when young and he raced with Formula BMW and went on to racing for other professional series. So he's just trained to be a professional race driver.

I imagine the time-attack-to-wheel-to-wheel transition is much like the autocross-to-wheel-to-wheel one: you have the requisite car control skills from the get-go, but need to learn racecraft just like any other newbie.
