iirc the fuel cell is -inside- the metal box you see there.

 

It would come down to the filler that could require a bulkhead.
if you remember on our cars we had to make the (mostly metal) bulkhead in order to pass tech this year.
last 2 years ry ran with no issues but this year it was not overlooked.

so for sphink he may have to build a metal "bulkhead" around a filler line if its not metal.
