First remove the plastic covers and then measure. Dont believe theres any way youd be legal for most clubs. Dont trust the those little roll hoops to save you. Plus most cages or good bars have provisions for a harness bar.

 

You must also remember that there's going to be some give in the windsheild frame if you roll it. It's strong, but will deform (I believe) Also, if you're putting a harness in, you want at least a 5 pt., otherwise you've got submarine problems.
