OSUGRAD97, the answer is.......YES.
Anybody can pay a nominal fee (about $15AUD or $9USD a lap I think) and take the 'ring. However, there is no insurance coverage, many idiots on vespa's and minibusses. I heard that it can get pretty backed up.
Many cars crash there. So, take it at your own risk and be aware of the next Michael Schumacher trying to take the 45mph posted corner behind you, at 110 mph in his Peugeot GTi.
The only time that you won't be able to drive it is if a car company has hired the whole track out for a private test. I'm sure there is a number that you can ring to find out.
