Long time reader, finally signed up.
I started autocrossing last season (only hit a handful of events) running in B Stock. I enjoyed it quite a bit but I'm really wanting to do some mods that will bump me up to STR. I am just a bit confused about some of the rules and some parts

1.) Berk 70mm hi flow cat - is it legal? I read that the interpretation of the rule said that as long as it is in stock location and in fact a catalytic converter, then it's fine. However, I remember reading someones STR build and they were listing parts and it read something like "Berk High Flow Cat (modified to be STR legal)" - what did he mean modified? If it's not legal as it's built, what hi flow cat is?

2.) What is the difference between a Vtech controller and a piggyback programmer? If there is a difference, are they both legal? Which (model) should I get, if any?

3.) If I were to get one, would I be able to do any tuning without a Dyno? Such as lowering vtec engagement?
