Tein Mono Flex and Eibach sways.
You may have to search but there's a member that went from the Hipermax to the SRC's. He's also running Eibach Sways, and I also think has a Voltex GT wing. It might be in the Competetion sub forums.
I think your primary question was why do coilover makers set their base spring rates the way they do. I'm no expert but from a business/marketing standpoint I think Manufacturers sell their non competition/full race suspensions assuming that the suspension is the only component being changed. So they offer them under the presumption that you are staying staggered, not changing sway bars, ad reducing significant amounts of weight, aren't adding downforce, etc. A stock vehicle is the only controllable component when doing any kind of testing or making claims. At least that makes sense to me.
For track minded people who like to change other aspects of their cars like incresing grip with wider tires, larger sways, etc - A suspension package that allows custom spring rates is the way to go. Challenge Comp + models are in line with the MSRP of the Tein Monoflex and you can order custom springs at no additional cost once you figure out what rates you want, as does Eibach/Ground control

Maybe it was maxrev that you were thinking about.
