NASA has this www.honda-challenge.com which was run for the first time in '02. It is mostly in the mid-atlantic region.
Anyway, entrace fees are about $250 per weekend... x 5 = $1,250
Tires - assume 2 sets for all 10 races and practices - $1500
Brakes - Assume 2 Sets for all 10 races and practices - $400
Travel - Fri night and Saturday Night's for 5 weekends - $700
Food - you would eat anyway, but it costs more on the road - $450 ($30/day)
Gasoline to haul your car plus gas for the track - $400
Dents, Dings, repairs... We'll assume the car is near bullitproof - $500.00
Grand Total - $5,200 for 1 season of 10 races (5 weekends).
This obviously does not include the cost of the car and the trailer to haul it, and the truck to pull the trailer....
some people get away with driving their race car to the track....that would be ok if the car didn't get wrecked or break.

I can imagine it would suck to drive 1+ days for this!
Just like most people, I am pretty competetive, so if I do it, I want to make sure that I do well... ie right equipment, etc..... I can't see spending the $ for a race car to run anything worse than H2... which is where ITR's are.... Ideally I guess a hybrid would work and be cheaper, but i want to make sure I am near the front and not just another entrant. so....... Now that I have a psuedo job, I think I am actually going to put some effort into this..... $ in my bank account doesn't help anything

Not to discourage you, but I think your budgetary estimations are a bit on the "optimistic" side. Try doubling your estimates and go from there.
The words "Spec Miata" have been floating around a bit in my area. Like you, I initially thought one could race competitively for ~$1300/weekend. But in talking about cost with some guys that used to road race Spec-7, found it's just not the case. ~$2000 is about normal, even in the more budget-minded spec classes. There's just so many little things costing money that add up which are difficult to predict.
Karts is about the only way to get into wheel-to-wheel racing on a budget.
Have fun!

Anyway... here on the east coast there is no decent cart racing... they have the goofy little dirt oval thing with 15hp carts, but I don't think that would be much fun..... Shifter carts certainly look like a hoot, but they are just not around here.

Scot, a lot of the H-C guys use the Honda-Tech.com road race forum. There is a lot of info and a good place to ask questions about it, as one of the administrators of the event posts too.
There has been some recent discussion of having a West Coast series.
