U can even downshift without using heel to toe while braking. Problem is, if u want to decelerate accordingly, By the time u downshift, low engine rev will drag ur speed down by a lot. I think the sole purpose of heel to toe is to syncronize engine speed and the transmission in relation to revolution, and by doing this u'll be less likely to worn ur clutch and have a smoother deceleration.
