Its an add on for a alarm system that is supposed to detect motion in a defined area if you leave the top down. The two small screw holes are to adjust the sensitivity.

I'd say you should trace the wires and determine if there's a main box for an alarm. Lots of companies make different kinds of sensors that can connect to any number of alarms. You'll need to research a little more in your car to determine if you have a complete system, or nicely ask your local alarm shop for their advice. If they're smart, they might make a sale of a remote and programming if you have everything but that, but I don't think they should charge to take a 5 or 10 minute look.
