seems like a weird question, if you don't fill up all the way, how can you expect not needing gas all the time? how miles do you drive in a day? tell us how much you get on a full tank and we can tell you if that is normal. Remember if you have a heavy foot and like to drive in vtec constantly, you will lose mileage per gallon.
I average 20 mpg in "mixed" driving. About half the time I'm on the freeway and half the time I'm on the side streets. I live in the foothills so I spend a lot of time going up and down inclines. I also drive pretty aggressively.
I've gotten as much as 30mpg during extended road trips.
From my perspective, there aint nothing wrong with that kind of mileage.
I can't figure out why the heck you aren't topping your tank off. It's less than 12 gallons for God's sake. Even out here in the land of super expensive gas ($1.84/gallon of 91 octane super unleaded last night) that is only $22.
Even when I've driven really hard and stayed off the freeway I've gotten 18 mpg. You're either tracking your car every day (expect maybe 8mpg) or something is wrong.
Do yourself a favor. Buy one less case of Coors light this week and fill up your tank. Run the car until the gas light comes on and then completely refill the tank to see what kind of mileage you're really getting.
My guess is that the fuel gauge in these cars isn't exactly super accurate (especially in the lower 1/8 - 1/4 of the tank) and that you're simply not getting a good read of your mileage.

When I was doing 75% backroads (30-40 mph) and 25% highway (60-75 mph) I averaged about 28-29 mpg. I usually fill up when I have one bar left or the gas light pops up...I end up putting about 9.8-10.2 gallons in, depending upon when I stop. The tank is less than 13 gallons, if memory serves, so don't expect to go cross country on one tank. I'm satisfied if I get about 250 miles between fill-ups.

I average about 200 miles on a tank, which really sucks when I can easily drive 50 miles in a day. So I usually end up filling up about twice a week. So I probably spend about $30 a week in gas which comes to about $120 per month. It's almost like an extra bill
