Default "Buying" a used car sight unseen

I'm considering buying a used AP1 instead of a new AP2 and this way keeping my RSX as a winter driver. There's one at a dealer about a 5 hour drive South of me; 2001, white, red interior, 12000 miles on it. It has one owner and they said it's back from lease. A Carfax says it's from NY, was auctioned off in the Desert SW area and "Listed as fleet vehicle" with 11858 miles on it and now it's for sale at a dealer in Montana with 12033 miles on it. Carfax says one owner, no accidents. They were asking $24950 but they dropped to $22900 immediately.

Before I use a weekend to take a trip down there, what else should I have done? They say it ran through their service department without any problems and it's "barely used". Should I ask them to perform a compression or leakdown test? I don't want to make a trip all the way there if I can avoid it.

Lastly, what's a ballpark figure for what I should offer if it looks good?

There are some problems with buying a car in US and bring it back to Canada. One of the problem is DRL (Daytime Running Light) is not available with US version, but is required in Canada.

Other Canadians had experiences with buying cars in US should chime in to clear this up.

How's about turning the light on when you drive during the day. I hope this isn't too hard.

Other couties have laws that are not applied in US. If Canada requires that feature, DRL, then to be able to register US version car, it must have DRL, it is a passive device, as soon as you turn on the key, the DRL is on.
If you do not understand other countries' laws, please do not ...
