This 30 day Unlimited CARFAX Reports Plan is valid for 30 days from the date the first report is run, and is intended for my personal use only. Commercial use, resale and redistribution of CARFAX Reports is strictly prohibited and may lead to deactivation of my account and the imposition of additional charges for CARFAX Reports. Wouldn't sharing one carfax be a victimless crime if a person wasn't abusing his carfax account?

At the risk of sounding like I'm nit-picking, that's stealing from Carfax. If the report wasn't given to him, he'd buy it from Carfax. Cautiously speeding isn't taking anything from anyone.
I understand the "stealing" viewpoint of your stance, but at the same time....."stealing" would also be taking more napkins than necessary, taking extra ketchup packets at fast-food places along with, taking post-its, pens, printing stuff at work.
None of that stuff is "yours" but its readily and easily available for the taking. I believe your threshold for 'stealing" may be set very low if any of the above is "stealing."
The paid-for carfax account is at another person's disposal for a month or so; if they happen to see a random carfax, let's say, on the message boards, and decide to look it up for fun and share the info, is that still considered stealing?
I personally consider speeding a more "offensive" crime than carfaxing a VIN for another person, regardless of whether it's defined as stealing or not.

I consider speed 10 mph or less is not a crime. They manage well on the autobahn, its just drunken/bad drivers that shouldn't be speeding. Also if there's no rush there is no need to speed
