Default changing Park Lights

I read somewhere in order to change the turn signal or the parking lights, you don't have to take down the whole bumper, does anyone know how to this?

No, the prescribed way to change those is via the splash shield in the wheel well. You can turn your steering wheel full lock to get the tire out of the way, then undo the fasteners that hold the shield in place just behind the lights and pull back on it to reach in with your hand. The other way is if you have small hands and arms, in which case, you may be able to reach in from the engine bay. If you lift up on the coolant reservoir, you may be able reach in through the hole and get to the back of the light. On the other side, I believe the hole is not blocked but still small.
