Chirping from 1st to Second
No problem getting a nice chirp upshifting into second. I'm on my second set of OEM type Bridgestones, chirped the old ones, chirp the new.
You should not get a chirp downshifting into second unless you are doing it incorrectly. You should match revs downshifting, of your drivetrain will suffer from the repeated shocks.

The issue of chirping is not a car thing or a tyre thing. what it is, is a driver thing. It really relates to the way the driver lets out the clutch (i.e quickly) and whether the car is under power when the clutch is let out. I hardly ever chirp but that's just my driving style.
I'd say it's not only a driver issue but also a clutch issue. The more 'bite' your clutch has the more likely it is to chirp. Then weather conditions help here as well as when it's too hot your tyres and roards have too much grip.
