As Garyj has stated, the Comptech SC basically enhances VTECH (6,000 to 9,000 RPMs), so no, it does not provide the low-end boost you want. As for negatives, please read this entire thread and you will get various pros and cons for this kit.
The biggest negative for any boost kit is that it will void your Honda Warranty.
My advice would be to put some miles on your car and wait for a kit that provides the low-end boost you are looking to add
