You have to drill holes in the AP2 bumper to get the CR lip mounted. Sounds like you don't have all the parts for it.

I just googled it and came across a post from s2000.com. This might help you...

Here is a list of the parts that will be needed to fasten:
8 Pcs. of 90140-SD9-000 -- Bolts that through the bumper to the chin
3 Pcs. of 90192-SG0-003 -- Bolts for underneath (Long step, middle 3)
4 Pcs. 90501-SM4-003 -- Bolts for underneath (Short step, outside 4)
5 Pcs. 90222-S04-003 -- Nuts for underneath
2 Pcs. 90306-SF1-000 -- Clip nuts for underneath
4 Pcs. 90103-TA0-000 -- Screws to fasten the spoiler to the back of the bumper (wheel wells)
4 Pcs. 90331-S3Y-003 -- Spring nuts for the screws above

The only difficulty with attaching the spoiler to the bumper is that 8 holes do need to be drilled for the bolts to go through the backside of the bumper and connect to the spoiler. The CR front bumper assembly has the holes in it already but for the standard S2000 AP2 bumper it will require drilling 3/8" holes. To determine the location for the holes in the bumper to match up with the spoiler we dry-fitted the spoiler to the bumper and carefully marked each location on the bumper with a pen that corresponded with the nut location on the spoiler.

Well....that was kinda rude. Actually my lip came today and the car is in the body shop getting fixed.
You are right, it was. but if you think about it, you asked a technical question on how to mount a part to a car you don't have access to. If you had the car and test fitted the part, it would have been clear to you. Your questions, would have been differant. More direct on how to install it, not just what do I need.

Zero23 googled it for you. You could have done that too.

No...I asked what bolts were missing, not how to mount it to the car.
