crooked front plate hole

Default crooked front plate hole

So I got my front license plate plug covers. The left side went in with no issues, but the right side hole was not flush with the bumper. it's a bit crooked. when i put the plug in, it's really loose. anyone have a solution?

However, I can see the thread. how does the thread attach to the bumper? the thread looks to be pushed back slightly behind the bumper. How does the thread a fix to the bumper? Is it clipped on?
