Does oil cap and radiator cap make a diff?

The rad cap boosts pressure from 1.1 bar to 1.3 bar in the cooling system which is supposed to aid in more efficient cooling of the engine.
Raising the pressure of the rad cap only allows the coolant temp to get higher without risk of boil over or loss of more coolant to the overflow tank. It only is useful if the coolant temp gets that high and if the coolant temp gets that high, I'm not so sure we can say that the system is running more efficiently. More "efficiently", in my mind, would be if the temps never go that high at all.

it does not improve cooling performance, as xviper stated. it only allows for a higher boilover temp.
