If you haven't exceeded 20 mpg, no matter how conservatively you drive, I wonder if you have a lot of "stop and go, bumper to bumper, traffic jam" driving involved? If you don't, I wonder what may be wrong. Since I picked up my S2k five years ago, I have always gotten 22 to 25 mpg in an urban/surburban driving environment, and 25 to 29 mpg on the interstates (the 25 was when I was doing 120 for much of the trip, so it does not count.) Yep, I do use my VTEC, though not always. And yes, I use the AC as needed April through October -- which is almost always here in Oklahoma.
Bottom line, if you are not always "street racing" and you don't get in the low 20s in town and in the mid to high 20s on the freeway, I would be looking for things that might be wrong. Not the AC use, but under-inflated tires, dirty air filter element, and such.

It is my understanding that the A/C compressor cycles on-and-off using pressure switches in the A/C system alone, mainly to prevent icing. It doesn't "know" if the top is up or down, or the position the fan switch, except for "on". Auto climate systems-absent here anyway-merely bleed hot air in with cold to maintain a set cabin temperature. The A/C won't run any more or less regardless of window, top, or fan-speed settings.
BTW, full-size 70's GM cars had a compressor that ran constantly (assuming the system was "on") to eliminate the jolt from the on/off cycles, and bled hot air to prevent the icing problem. Better living through rampant fuel consumption!

Mythbusters did a thing on this. There was a car with the Windows down and a Car with A/C on. They went around a track with the same amount of gas. Same new cars off the factory line and actually the one with the A/C on went a 1/2 mile farther from what i remember. JUST DROP THE TOP!

My tire pressure is set at 34 (cold) for both front and rear, air filter was cleaned about a month ago.. hm.. and spark plugs are good.
