You can paint over 3M undercoat once its dry.

For my DD's, I use an epoxy base, 3M undercoat, and enamel top coat on seams and fender lips.

I agree with starchland. Don't seal the rust in with paint, an oil treatment is what you want.

I've owned my S2000 for a little over a year. Recently parked it in the garage where it will remain until April. Some of you may disagree, but I've read that a weakness in the S2000 is it's susceptibility to rust. I had a '94 Acura Vigor that died a long, slow death from rust. Was a great car but it would have been cost-prohibitive to repair it. I like my S2000 and don't want to see it suffer the same fate. If you're in an area where they use road salt and your S2000 isn't a daily driver, I'd park it until spring.

It is your car and you do what you want with it but I still cringe at the thought of driving the S2000 through winter salt.

Went to two good known body shops around my area. They said they would fiberglass the area put some sealant, then paint. But neither of em mentioned putting a rust converter or something similar to por-15 on it. Now I’m thinking I should be doing this myself. Haha

if you are planning on tackling this yourself, which is what I would do, when it comes to first addressing the existing rust I would recommend that you look into a product named Rusteco. I’ve used the liquid version of this product on the inside of a motorcycle tank with great results. In your case the gel version would appear to be ideal.

Is the first one what you're talking about?

Hmm, I see the gel version noted on their product info page, but I don't see any specific mention of the gel product on the order page you've shared. I'd recommend that you give them a call (or email them) to clarify.
