F-Series and i-VTEC
I think because i-vtec was only introduced in 2000/01 and the S was in production in 99 in Japan 
And because the S's engine has been voted best in many surveys throughout the years since production they won't change it to i-vtec until it becomes out dated and when they do they are probably going to give the S a full overhaul anyway

Because honda doesn't want a bunch of S2000's that can make 312 whp n/a and rev to 10,000 rpms running around the street. SCC recently did a N/A RSX-S build to those specs.
a 300HP RSX should run a 13 flat or less.

Honda isn't going to do a major redesign until the car is replaced. it costs too much. BTW, the AP2 is not a major redesign.

i-VTEC allows you to fully tune each cam angle and thus make the most amount of power while still maintaining a high degree of efficiency.
It really disappoints me to know that the K-series engines have better tuning capabilities than the F-series.
