Like someone has said above, the FEDERAL fine for not running a catalytic converter can be $2500. Your STATE fines will vary between each state obviously. And as most people have said, many people run a test pipe without any incident... in fact a lot of people in my area have gotten their car inspected with the test pipe on there. Around here, they don't even check at all. Lastly, the damage done to the environment from a LEV Honda running catless is pretty much nil.
Still, some people (like myself) prefer to not risk the potential fines for 6-7whp.

actually that may not be true....if you read the statute it's not clear how it applies to generic end users. It most definately applys to those who sell vehicles but depending upon interpretation it may not apply to the end user removing his own cat. At anyrate it is relatively moot. If you get pulled over and get caught you're going to be written up under the state statute not the federal one.
exactly. you're not going to get a $2500 ticket from a cop who pulls you over.in cali it's $350 if they even find it. (FYI i have yet to see a single TP owner say they got pulled over and fined for their TP)
In California it is a $1500 fine last time I checked. It is an illegal modifcation to the smog system and therefore both a California CARB violation but more unfortunate a Federal EPA violation. California is of course the worse state for smog rules and regulations which is why everyone has to make 2 kinds of cars, the California model and the 49 state model. Other states are adopting California rules which is sad but that's what happens when someone decides cars are the cause of all air related problems vs. ships, power plants, factories, and not to mention light truck and SUV's. The fine is stiff and not worth the risk, at least in California. Cops used to sit outside of the street legal drags in Pomona and write tickets for this and other "smog" related violations.
