I agree that unless there's a "crackdown" on street racers or some such, you'll likely never have to face the feds. It's the law, but it's seldom enforced.
Seriously, HAS ANYONE EVER BEEN FINED FOR NOT HAVING A CAT? After getting pulled over of course, not because you were stupid enough to go get an inspection with it on. We can debate this till we die, but if its not enforced then there is no point.

But you and wisconsin are absolutely right... the feds aren't going to be out there stroking tickets for running a catless exhaust. The worst case scenario is that an observant state or local cop, or even mechanic doing an inspection notices that you're not running a cat, and then calls a federal officer out to handle the EPA violation. But it's extremely unlikely that a federal officer would waste time dealing with this issue. As most people have said, you'll likely just get the state fine.
Still, before you decide to run a test pipe, at least it pays to know what the law is, and know that you're consciously deciding to run the risk of hefty fines.
