In my experience, the cops that act nice ("Evening sir, may I see your licesnse and registration?") are the ones that hand out tickets, the ones that are jackasses ("Do you have any idea how fast you were going !?!!!") and yell at you let you off (as long as you don't give them a reason not to 
).
