Good god, people need to get a clue about automotive tuning before they start slapping parts on!

With a regular CAI you are taking in ambient temp air, running it through an intercooler with ambient temp air flowing through it will not cool the air below ambient temp! Turbo tuning and N/A tuning are completely seperate relms and should never be mixed! Do not put an intercooler on a non-boosted car, all it will do is cause an intake restriction and cause a loss in power. Do not put a leaf-blower motor aka electric supercharger on your car, it'll cause more of a restriction than anything. These eBay vendors do not test their products, they simply sell them b/c they know people will be stupid enough to belive their self-created hype and purchase them.

Unless you are dealing with a low compression, low rpm, low displacement engine, they are pretty much a scam. Even with those, you might see a 5% increase in power. On an S2000, you'd see a net loss due to the electrical draw on the system.

I didn't expect such a response from some people...

The crazy ideas that some people have, i noticed a few people in my area with front mount intercooler without FI.

Now what if you installed a 2nd batter, that charges by a solar panel on the hood & trunk, and mounted the electric super charger to the intake, then put a funnel on the end of it so it forces the air into a smaller stream, thus increasing air velocity. Now as long as you don't presurize the system the fast moving stream of air could actually increase the surrounding air velocity there-by building some pressure by drawling in extra air??? (there's actually a combo air filter nitrous nozzle thing like this that increasing some air velocity/pressure)

A turbo makes heat (alot of heat) and thus, it will heat the incoming air. The intercooler is designed to cool the air back down (but never back down to ambient). Cooler air allows you to run more boost. More boost makes more power (depending on a number of things)...

No turbo = not intake air temp heat problem. The intercooler will not do anything for you but what others have said: add weight to your car, reduce weight in your wallet, ruin performance of your intake system, and have a bunch of guys on S2ki making fun of you.
