Like mentioned above, white smoke = moisture. Either water or coolant mixture is getting into your cylinders. Could be a small leak in the head gasket allowing coolant in. Running rich won't give "white" smoke, but are you be sure it's white and not gray or black? Pop the oil cap and see if coolant is turning your oil into a milkshake.

Then something is wrong. I've gotten 31 highway. Some report as high as 33, 34.
