No i know they're mandatory. My point was more about how restrictions are "overlooked" in areas of the country.

T1R70R with 70mm testpipe is said to gain 15whp. And that is probably questionable. Testpipes have great gains for the money spent. But a 60mm testpipe isn't going to net you 16whp

Well, "SPEC", I believe there are people with a whole lot more smarts about the environment than you or I that have determined, through science and research, that a catalytic convertor (which is where this original thread began, talking about going cat-less, not about hugging trees or blowing up power plants, etc.) helps to cut emissions into the air. If you'd ever lived in the Los Angeles basin in the 50s and 60s you would realize how effective catalytic convertors are. Back then you could cut the smog with a knife. Today smog in the L.A. basin is virtually gone. You don't have to be a radical to have an opinion.
