OBD II scanners are getting pretty cheap now. I'm thinking it would be good to have now that we're getting older.

I have one. It is probably more on the cheap side, but it does throw up the codes, & it comes with a listing of what each code means. I may give this one to my kid and get one that also has an explaination of what each code means. I think you can find them for around $80 to $90.

Definitely start with the CEL.
Not sure why the car has a turbo timer (wtf is an NA turbo timer?) on an N/A car.....was the car boosted before and they pull everything out? Might have forgotten to reconnect something...

Does the idle stay at 1400 even after the car is warmed up?

What the crap is a NA turbo timer. That whole statement just doesn't make since to me. NA cars don't need to cool down. The whole point of a turbo timer is to let the turbo cool and keep it lubed with oil while it's cooling.
Sounds like the car was boosted and they took everything out and forgot to reconnect something back correctly.

K well i sold my 2003 s2k about 6 months. The check engine light dosnt blink.And after the car is warmed up it still stays at 1400Rpm. the Car runs strong when its running normal. Im going to go to autozone and get the codes and tell you guys.

trying check spark plug and the distributer

I got that kind of problem on my integra back then and it fixed with a new distributer.

PLUS a NEW BATTERY!!! <-- I think you should try this first since it is the cheapest.
