What does the Electronic lift control on the VTEC mean/do?

Just wondering really, help would be smashing

VTEC = Variable Valve Timing and Lift Electronic Control.

The "Variable Valve Timing and Lift" refers to the two different cam profiles.

The "Electronic Control" refers to it being controlled by electronics. As in, a computer decides when to switch between the cams. (It's physically accomplished by oil pressure controlled by a solenoid.)
