Thats what I want to do with a fully built motor with sleeves, but what kind of ecus will let me?

All test drivers and magazines will begin to use 55mph as the benchmark for acceleration starting in 2008.

Umm ok. So anyone AEM EMS, cant it tune rpms?

I could do 60 in 2nd with OEM gears. Actually 63.

Why is it so important to be able to go 60 mph in 2nd gear?

You need to increase your redline to 8500 if you want 60 mph in second. Another option would be to get larger diameter rear tires. You'll have to increase the tire diameter by 16% to achieve what you want, but you will find that the time to get to 60 will increase alarmingly.
