Improper jacking

Definitely try PDR first, they can make some fairly large and complex dents disappear. And yours looks fairly small and simple shaped. Even if it's not totally gone, you most likely will never notice it again with where it is.

Thanks man, car is solid aside from that, and it wouldn't have been enough to scare me away regardless if I noticed it or not. Not planning on doing much aesthetically, and every mod I do will be simply bolt-on, nothing irreversible.

My pal took that problem to a very good PDR guy who referred him to a body shop that did a very good job on it.

This is not a DIY trial project as some have mentioned. I'd give it 30/70 odds against getting it right. A PDR person can make it much better without removing the fender and perfect or pretty damn close with the fender off. Regardless - if you want VIN's a bodyshop can easily repair and repaint although you don't need that. A new fender is not a sensible solution really for this.
